Russell Chapman was appointed to the York City School Board in 1967, the first black person to fill a seat on that board. Russell Chapman&#8217;s<\/a> vote on a crucial issue &#8211; at a meeting moved to his home so he could make the vote &#8211; four days before his death in 1971.<br \/>\nSomeone made the point at the memory-filled evening, <a href=\"\/yorktownsquare\/2010\/02\/civil-rights-heroes-york-pa.html\">&#8220;Reflections of Greatness,<br \/>\na Journey Through West Princess Street,&#8221;<\/a> that the story shows that you can make a difference no matter now old you are, even on your deathbed.<br \/>\nGood point.<br \/>\nEnjoy the story, based on newspaper accounts, about Russell Chapman, one of the community&#8217;s leaders in the middle part of the 20th century. See what lessons you can draw from it:<\/p>\n<p><!--more--><\/p>\n<blockquote><p>York City School Board member W. Russell<br \/>\nChapman was homebound, battling<br \/>\ncancer in January 1971.<br \/>\nHis vote was needed as the school<br \/>\nboard was mulling a controversial busing plan<br \/>\nto achieve racial balance in city schools.<br \/>\nThe school board pondered how to include<br \/>\nChapman, sick in bed at his 135 S. Queen<br \/>\nSt. home, which doubled as his business, a<br \/>\nfuneral home.<br \/>\nPreviously, Chapman had provided the<br \/>\nswing vote in making Martin Luther King Jr.&#8217;s<br \/>\nbirthday a holiday in city schools.<br \/>\nHis position on busing was expected to be<br \/>\nthe deciding vote as well.<br \/>\n&#8220;He was the swing vote in several issues,<br \/>\nbut he couldn&#8217;t be swayed,&#8221; school board<br \/>\npresident Ralph F. Runkle would later say.<br \/>\nHe made up his own mind, Runkle said,<br \/>\nafter listening to all sides.<br \/>\n+++<br \/>\nChapman, a Cornell-trained chemist and<br \/>\noperator of the mortuary in York that served<br \/>\nthe black community, was appointed to the<br \/>\nschool board in 1967 to replace H. DeForest<br \/>\nHardinge. Two years later, he gained election<br \/>\nas a Democrat, the top vote getter.<br \/>\nHe thus became both the first appointed<br \/>\nand elected black school board member, a pioneering member of York&#8217;s black<br \/>\ncommunity in gaining public office. Blacks slowly gained<a href=\"\/yorktownsquare\/2009\/11\/york-first-black-mayor-judge\"> key public and private posi\u00b4<br \/>\ntions<\/a> in the next 40 years, culminating in the<br \/>\nelection of <a href=\"\/yorktownsquare\/2009\/12\/linked-in-with-neat-york-count-6\">Kim Bracey, York&#8217;s first black<br \/>\nmayor<\/a>.<br \/>\nChapman is among the 18 York residents<br \/>\nspotlighted on the mural <a href=\"\/yorktownsquare\/2010\/02\/york-county-pas-civil-rights-h-1\">&#8220;Civil Rights Heroes<br \/>\n&#8212; Barrier Breakers.&#8221;<\/a> Their achievements on<br \/>\nthe civil rights front ranged from the early<br \/>\nyears of the 20th century until today.<br \/>\nThey are current and former residents,<br \/>\nsome living and some who have passed on,<br \/>\nwho fought the good fight for civil rights, de\u00b4<br \/>\nploying a variety of styles and approaches.<br \/>\nThey are people like <a href=\"\/yorktownsquare\/2010\/02\/maurice-peters-abdul-alim-muha\">Maurice Peters<\/a>, who<br \/>\njumped in the Boys Club Pool to protest the<br \/>\ncity&#8217;s ban of blacks there in the late 1940s.<br \/>\nAnd <a href=\"\/yorktownsquare\/2007\/12\/the-orrs-builders-and-heroes-p\">David M. Orr Sr., <\/a>who paid for a<br \/>\nSpringettsbury Township home with cash<br \/>\nafter the white owner refused to sell to a<br \/>\nblack man.<br \/>\nAnd the aged <a href=\"\/yorktownsquare\/2007\/06\/35-years-ago-tropical-storm-ag\">Ettie Lambert<\/a>, who led the<br \/>\nsinging as protesters marched on York City<br \/>\nHall in the 1960s.<br \/>\nStephanie Seaton, of the York City Human<br \/>\nRelations Commission, explained the mural<br \/>\nand the heroes who grace its canvases before<br \/>\na gathering at the York County Heritage Trust<br \/>\non Saturday.<br \/>\n+++<br \/>\nThe city school board included W. Russell<br \/>\nChapman by moving its meeting on<br \/>\nbusing to his home.<br \/>\nThere the board deliberated, as members of the<br \/>\npublic looked on.<br \/>\nChapman monitored discussions from a<br \/>\nchair at the top of the stairs.<br \/>\nWhen it came time for action on busing,<br \/>\nChapman spoke up: &#8220;I&#8217;m voting for it.&#8221;<br \/>\nIt was the deciding vote.<br \/>\nFour days later, Chapman died of a heart<br \/>\nattack at York Hospital.<br \/>\nHis death came on Martin Luther King Jr.&#8217;s<br \/>\nbirthday.
