This York, Pa., building has housed a market and BizTown. But why was it built?

In commenting on this YDR Facebook History Mystery post (click on comments icon to see), some people think this is the old Stetler Dodge building. Close – as in across the street – but not quite right. So why was this South George Street building built? And after that original use, it played a temporary role as the successor to the demolished York City Market.
