Round Two of Market St. and Mt. Zion Rd. Rezoning

Springettsbury Township had a Notice of Public Hearing, appearing on page 7B of the Monday, July 11, 2016, issue of the York Daily Record. This notice listed 66-properties, radiating from all corners of the intersection of East Market Street and Mt. Zion Road, which the Springettsbury Township Board of Supervisors propose to rezone and/or add these parcels to the town center overlay map.
I must have missed the notice on Monday, but got a copy in the mail from a resident of Springetts Manor Apartments, suggesting that I “take the cryptic list of parcel numbers and make an illustration of all the changes, then do a Blog post; so residents more clearly realize the extent of what is being proposed. Two of the 66-properties represent all of Springetts Manor Apartments, which the Supervisors are proposing changing from High Density Residential to Commercial Highway zoning. Why????”
Additional residents started contacting me on Wednesday; many were from Springetts Manor Apartments. Like myself, none of them saw the notice in the newspaper; these contacts were the result of Notice of Public Hearing signs being placed by the township on affected parcels starting on Wednesday.
Quoting the first paragraph of Springettsbury Township’s Notice of Public Hearing, appearing in Monday, July 11, 2016, issue of the York Daily Record (Pg 7B):
NOTICE is hereby given that the Board of Supervisors of Springettsbury Township will hold a public hearing to take comments on an ordinance to amend the Springettsbury Township Zoning Map and Town Center Overlay Map on July 28, 2016, beginning at 6:00 p.m. at the Township Administrative Offices, 1501 Mt. Zion Road, York, PA 17402. The Board of Supervisors may adopt the ordinance at its regular meeting following the public hearing.
I plotted the proposed zoning changes on the York County Tax Assessment map; using the 66-parcel numbers listed within the same Notice of Public Hearing. The [Solid Outlined] 23-parcels, on the northeast corner of East Market Street and Mt. Zion Road, includes the 15-parcels in which a zoning change was requested by a developer last year; plus the addition of 8-parcels along the east side of Mt. Zion Road, extending northward to Industrial Highway (York County Tax Assessment map labels this as Industrial Drive). The Board of Supervisors is recommending rezoning these 23-parcels from Neighborhood Commercial to Commercial Highway and to add said parcels to the Town Center Overlay Map.
The [Dashed Outlined] 2-parcels comprise all of Springetts Manor Apartments. The Board of Supervisors is recommending rezoning these 2-parcels from High Density Residential to Commercial Highway and to add said parcels to the Town Center Overlay Map.
The [Dotted Outlined] 41-parcels would retain existing zoning however with said parcels added to the Town Center Overlay Map.
Several residents asked what the York County Planning Commission (YCPC) thought about these zoning changes. I checked and was informed Springettsbury Township did not submit the rezoning request early enough for it to be included on the YCPC July meeting agenda. This rezoning request will be on the York County Planning Commission agenda for their August 16, 2016, meeting.
