Highland Inn, 1893 by J. A. Dempwolf; Where was it located near York?

This drawing of Highland Inn indicates it was near York, Penna. The plans were to build this inn on a hillside overlooking Highland Park. The location was “at the high point on an extension of Herman Avenue into West Manchester Township.” Continue reading for drawing of the whole inn.

I have this page framed and hanging on the wall at home.  I’ve always thought it was a neat design with all those gables, surrounding porch and lookout tower above the central staircase.  I’ve never been able to find out any history about Highland Inn; was just planned and never built?
